The real question is why is the concept of 'you break the law you go to prison' so foreign to the rest of the world? Or is this another thing where the Europeans don't understand because they haven't had the feral nigger problem that the US has had its entire existence. Secondly the peak Soviet gulag population represented something like 1.25% of their population in 1950 whereas the US prison population represents 0.7%
