Fascism is a government run by guilds and cartels. The government is the axe and the guilds are the sticks. They are "bound together" with ropes (legislation) to form the fasche. It is a public-private business-government partnership to strengthen the government and to establish continuity of business (to keep competition down). This is what the united states was long before hitler and mousselini, and the form of fascism in germany in italy was founded on how it was done first in America.
The halls of congress have two golden fasche on either side of the speaker's desk of the wall behind.
