That is NOT what he said. That's a misquote of Politics and the English language. He doesn't say "never." He says they *can* be characteristic of certain *kinds* of bad *political* writing: ie, vague for the purposes of pushing violent rhetoric. He also expressly says his advice doesn't apply to fiction.
