My assumption is extra-territorial enforcement would be less likely to succeed and they’d want to start with a ‘slam dunk’ case - but maybe not!
My thinking was that obtaining a blocking order against a service which did not engage with Ofcom, but which makes highly problematic UGC available to people in the UK, would be a relatively easy thing to do, assuming that the service provider continued to ignore UK law / process and didn't take part in proceedings.
If it were contested on the basis of jurisdiction then yes, trickier.
