On a larger scale I believe they wanted a group of people that had it ingrained into their core that a man could be their GOD. This mentality is critical for ultimate control. Hypothetical Hitler may not have been a bad individual but could have been influenced or even controlled by those around him. Similar to the current US puppet pResident that is nothing more than a resident.
It's all very interesting even if it's out of our direct control. I'm not a fan of the doom scrollers with no faith in humanity. GOD is not a man but sure as shit has a plan.
