I can't say for sure, but that's my gut feeling. I don't think he was ever going to agree to such a deal and wished to make a spectacle of the US, which he did a good job of. Perhaps he knew funding from the US was gonna end no matter what so did this as a publicity stunt to get Europe on his side, which it's largely done.
