I suspect he overlooked that certainty Secondary+ Care (Hospitals) in the UK is needs based. So unless the population is getting healthier a rising population results in more health care spending.
Indeed there is pretty persuasive evidence that by living longer you reduce your annual demand on Services. Most of your expenditure takes place at the beginning and end of your life, so spending the second bump later reduces population need.
