Ok, from what I saw in the short article is that they are talking about Tasmania, which has ~1mil inhabitants and is a small island that is mainly farm land and nature reserves. The main power source is hydro-electric, so not much scope for expansion that is required by any industry expansion. Not sure how this relates to the rest of Australia as implied by the headline.
