There's a passage in Sartre's article about how fascists aren't really interested in rational argument where he describes the fascist ending the conversation and "indicating by lofty phrases that the moment for talking has passed."
I think this kind of moment is more common than many people realise. If you're a marginalised person you'll have lots of experience of people with power over you just silently indicating they are going to *do something to you.*
