hahaha damnit, the actual answer to "what voltage levels does VGA use" is, in fact, "fuck you".
More precisely, if the monitor supports EDID, then one of the many "basic display parameters" the monitor provides is what white and sync voltage levels it wants from you, and you have 4 options: 0.7/-0.3, 0.714/-0.286, 1.0/-0.4, or 0.7/0.
This is also where the monitor advertises if it understands sync-on-green, or if it wants a separate sync signal.
