I'd actually argue for centralized to begin with moving to decentralized once it could work, but along the way things like direct compensation (e.g. if a company polluted it has to clean up that pollution rather than fund a museum) and an anon fund (e.g. unnamed philanthropic donations go to it and are given for need/at random)
