I could be wrong, but I don't think the EU requirement to provide users with cookie consent options is specific to GDPR.

So, not being British or European, my gut feel would be yes, you still need to notify people that you use cookies (but in your privacy policy, you could state that you only use cookies to preserve user preferences, and not for advertising or tracking [well, it is kinda still "tracking", isn't it?] or anything like that.

But that's my gut feel, so I'm also very interested in the response from people who actually know what they're talking about. :-)
