As Jemima Kelly (FT) says, one the keyQ.s for #democracy is how to engage those who don't vote and/or feel disenfranchised by the current political system.
One index of this is spoilt ballot papers; in 2019 over 177k spoilt the ballots (a small number but up by 58% on two years earlier).... indeed I have done so in the past, to show not apathy about voting but disgust at the choice.
For those favouring #proportionalrepresentation the problem is the voting system, for others #politics itself!
