ah, the when block. i saw a mention of these but didn't know they're necessary.
https://woodpecker-ci.org/docs/usage/workflow-syntax#when---global-workflow-conditions only frames them as something one can use for *conditional* execution and to skip workflows, which i don't need (unconditional is enough for me)
I'll try adding a when block.
