Hard to say. When I remember correctly there is no direct proof of him saying exactly that. But in his memoirs he wrote "If you repeat a lie enough then you start to believe it yourself".
I don't know if NLP already was "a thing" back then but this is exactly the mechanism of manifestation: "Just repeat your tantrum every morning and you will manifest your wishes"
NLP is the intrinsic form of "Propaganda of the masses". "Propaganda of the masses" by Gustave LeBon is a whole book about repeated lies that become the collective truth.
