Having an aggregation layer is also much better than having relays communicate directly, since there's already so much traffic happening on the relay layer.
An aggregation layer would help distribute traffic between relays and reduce the load.
This also reduces the need for "popular relays"
You could also host your own independent relay, only be connected to it, and still be connected to the network.
