It's an interesting distinction. Absolutely - yes - the framework leaves things like how the brain gives rise to the mind unspecified. "The great challenge for biology and psychiatry at this point is to delineate that relationship in terms that are satisfying to both the biologist of the brain and the psychiatrist of the mind."

But the framework also comes down hard on the notion that all of mental function can ultimately be reduced to changes in genetic expression (which change neurons and circuits ...). As such, many contemporary non-reductionist theories of mental function (eg IIT theory of consciousness https://en.wikipedia.org/wiki/Integrated_information_theory and network models in which psychological variables causally interact with one another https://doi.org/10.1017/S0140525X17002266) fall outside the framework.

My impression was that your position was non-reductionist like some of these others. I stand corrected (and interpret your position of "not necessarily" as "agnostic" - a very reasonable position to take.
