There was family, community, government mentioned. Isn’t a “government” simply the body that regulates and institutes the rules decided on by the community, which has historically been a very extended family (e.g. clans)? The ones we have today are all far removed from this and are mostly just for show, so retroactively applying current definitions of “government” by their behavior to their root abstracts seem dishonest.
