for the culturally un-educated, this emoji has a specific meaning to italians:

it's sorta like "mostly agree but actually you are wrong on important details"
in english speaking places it is almost like a common gesture for "only cash" or "pay me" relating to the way you can manipulate a wad of bills like you might with a wad of playing cards to show off the numbers on the edges... i personally think it isn't really anatomically accurate because the money-gesture would feature the thumb rising above the fingers more to indicate the rubbing motion
