Here in Germany, you either have to use the official Software, called "Elster" (windows only) or purchase a commercial software that is certified to use their APIs (And I found no commercial product, that officially supports Linux). In theory, Elster should run in Wine, but I had no success with that and just started using a Win10 VM in Qemu
