Generally, yeah, most Batman stuff is him fighting symptoms and not the root causes.
I do remember seeing at least one thing where he actually targets ultra-wealthy, predatory shitheels. Of course, the problem inherent in that is he's still a billionaire who is unilaterally deciding how that obscene wealth should be used to better society instead of, you know, letting people democratically decide that for themselves.
