I do not really possess enough knowledge to judge the various theories of why it happened in the first place, but I expect that a lack of investment in the grid had something to do with it.
Nonetheless, after living with 3 10-hr powercuts a week in Ho Chi Minh City for years, with 36C and 90% humidity, I am appreciative with how they got it back up and working here in Spain.
