I guess what I'm saying is, don't expect climate change destruction to just flip some switch and make the existing liberal democratic/neoliberal states simply start to massively spend and act to reduce emissions.
Rather we will see a transformation of the state as an organisation, comparable to how it transformed over the 200 years since the French Revolution, but we'll probably see it happening much faster.
