smaller servers can have a registration rate limit + approval process, for bigger servers with more signups per hours even often with spikes due to someone refering them outside of the network, its not possible to rate limit it and also an approval process turns down new users... the smaller servers are unknown so often user within the network move to them so an approval process is fine there
