In essence, my income tax withholding was insufficient this year, so HR block said I owe $xx,xxx, this is an unprecedented amount of money for me and I need to go on a payment plan. You can only sign up for a payment plan if the IRS finishes processing your taxes, which sometimes takes months or even years. If you are not on a payment plan, then you owe a penalty for every month that your taxes aren't paid in full.

So, they are dragging their feet processing my taxes, so they don't have a firm grasp on how much I owe, so they won't let me go on a payment plan. I will be penalized for however many months it takes them to finish processing my tax return.
