Tor provides anonymity and routing, while many do not need anonymity they simply need the ability to provide routing to their service without fear of censorship via domain seizure.
For example, see recent domain seizures of Fedimint members.
This is also much better than the DNS model, which requires centralized providers. In this case, one only needs a private key.
