The German Empire and the German Reich in WW1/WW2 respectively were. Colonialism and integration of outsiders is not an inherent feature of empires, just a common one. The German Empire in 1914 had several African colonies, but as far as I could tell there was no prevailing mindset that the native niggers were remotely relevant to the German people beyond their potential as labor sources.
It's really only the Anglos and French who integrated their ruled subjects into their national identity, and that was done so as to defeat the German Empire. Evil won over good in 1918, and we are living in the aftermath.
But that doesn't mean we need to throw out the good. We can still remember and respect the vision without compromising on it.
