It's a reference to the "Free Territory" a.k.a. "Anarchist Ukraine" or as preferred by its pro-authoritarianism opponents "Makhnovshchina", an actively antagonist propaganda phrasing which unfortunately but expectedly has been adopted by https://en.wikipedia.org/wiki/Makhnovshchina Wikipedia although that article was previously found under just "Free Territory".
