The terrifying thing about it is borders have never been more closed than they are now. Humanity is migrating at an unprecedented rate never before seen by any organism, taking our disease and invasive species with us, and yet we are only allowed to *travel,* not move. We have vast surveillance and accounting to ensure people are imprisoned in their birth nation, incredibly restrictive immigration requirements, and laws all the way back to Rome geared at preventing people from escaping their oppressors.
None of that will matter before an actual drought driven migration, but it will mean good decent people forgetting their compassion and coldly gunning down refugees fleeing for their lives. Normally that only happens in isolated incidents, and the mass murder only starts when elites start to send armies at their neighbors, but now we have a wholesale persecution machine prepped to make us slaughter people not for trying to invade, or to drive us from our homes, but simply for trying to escape. That didn't exist in the last big American drought; elites had very little clue who was allowed to be where back then.
