I was thinking about this all morning. I think the "judicious use of relay space" should be something every software project puts some effort into, especially as we use Nostr increasingly for backend stuff, like propogating database records.
More use of special kinds, ephemeral notes, expiring notes, etc. If I just want to send a record or object from one storage to another, over relays, I don't need an application data note that will exist forever.
And relays are going to have to get in the habit of hard-deleting notes that are expired, replaced with a newer version or marked "deleted".
