Once in office, the politicians make policies on behalf of the those who put them in power.
When they retire, they get lucrative positions in think tanks & corporations owned by the oligarchs creating a revolving door between business and government.
This is why it's not necessary for elected leaders of the U.S. to be competent.
They just need to be able to sell the agenda of the oligarchs to the masses.
The actual running of the state is done by the permanent bureaucracy of the state.
