what I've seen is a lot of "decentralization theater" as it has been called. ethereum claims to be decentralized for example. govs could introduce a proof of stake cbdc that even uses a blockchain and that claims to be decentralized because it runs on 3 of their internal servers, and this would bamboozle 99% of the population.
