I tend to agree, but as roughly indicated I have not looked closer into this or thought deeply about it, so I have no strong option.
It would allow rules like "if you add or modify a syscalls you have to add or update related man pages"; but at the same time I wonder if the quality of the man pages might be a lot worse then.
