Hierarchical channels allow for off-chain channel resizing and transactional scaling of Lightning. Timeout-trees can address liquidity imbalances, but fault-tolerance is a concern. A new version of the paper proposes a solution using fee-penalty outputs. Passive rollovers can eliminate the need for active rollovers.
