I run the joinmatrix list. As a general rule, I'd say the completeness of their writeup (website, documentation, rules...) correlates with homeserver quality. In the user guide there's also a list of the most popular homeservers by relative user count. (Also hello-matrix has been abandoned for at least 2 years or so...) I can provide specific advice if you can narrow down your criteria a bit.
