'The first thing I told Aluísio Mercadante, the president of BNDES, is that there is no veto to any politician who needs a loan and has a consistent project,' Lula said, referring to the BR-163 highway project. 'That BR-163 started in my second term, in 2006. You don't know the struggle, you don't know the discussion to get environmental licensing to build that BR-163,' he said. During his speech, Lula talked about political divergences and took the opportunity to mention that many mayors from the Northeast were left aside in the previous government. 'Whenever possible, we try to pass on the idea of civilized governance. Civilized governance makes people from different ideological positions come together, participate in events together, get along, and then each one goes back to their normal life and when it's election time, each one chooses the party they want,' Lula said.
