I'm curious to learn how this makes justice less accessible to the poor.
I should probably say that I have the feeling that, compared to the US, civil litigation is almost vanishingly rare in the Nordic countries (I'm a Swede residing in Finland). To my eye, your court records sometimes look a bit like our 18'th century stuff, when people would go to court for someone pissing across a fence over to their neighbour.
