I don’t know how to write a law that says that employers may prohibit men from wearing dresses, but not women from wearing trousers. I think we would all agree that they are not typically the same thing (trousers simply being, now, a practical clothing item sold for women, in the women’s section), but I admit that the law would be almost impossible to write.

My only solution is not not write the law and hope common sense prevails. Most customers are happy to be served by a woman in trousers, and most parents are happy to have their kids taught by a woman in trousers. My best hope is that employers understand this and also understand that this does not mean customers and parents are equally happy with a male in full drag.
