"content": "A friend and I were debating this today and came to the conclusion that US leaders may have made promises not to expand NATO eastward, but nothing official like a treaty was put in writing stating that. My friend's position is that therefore, there was no promise. He states that in diplomacy a formal written agreement has to be signed by both sides. \n\nTherefore, NATO was free to expand into other countries, including #Ukraine.
