As per the Puttaswamy judgement, any privacy-infringing measure by the State must satisfy a 5-prong test for it to be a justified & reasonable restriction on the right. The first prong is legality.
The implementation of the APAAR ID fails this at the outset and is being rolled out at worrying speeds without clear law/policy safeguards. Not to mention, it is an Aadhaar-based ID registry, and will mirror privacy & surveillance concerns with Aadhaar. 7/8
