$400 million might be a lot of money to you or me, but in the context of a global fund to mitigate the effects of climate change, it's vanishingly small.
For context, we spent £20 billion a few years ago on hosting the Olympics: a party for a couple of weeks.
I'm not sure this is the "win" that people want us to believe it is.
