Well, no.
There are sketchy dangerous guys out there, I've personally seen them and they make me nervous - if I was physically weak, they'd make me terrified.
But we have a solution to this, we hire a bunch of mean motherfuckers to go round them up and put them in a cage. Of course we also create a shitload of rules about how and when they can do this - so they don't start arresting everyone.
But that's a VERY male-coded solution. Not to say that women are incapable of supporting it, but it runs contrary to their biologically coded instincts.
So when women get to vote, on average they will vote for things which feel right to their instincts (instincts that are evolved for child rearing), and "hire ball-breakers to throw the riffraff in a cage" runs VERY contrary to those instincts, so they vote against it.
