Well actually I read that as a list of demands, not a set of preconditions. I think you have to be reading from a particularly hostile perspective to imagine that
"...this House believes that an Israeli ground offensive in Rafah risks catastrophic humanitarian consequences and therefore must not take place..." only applies if the demands on Hamas to stop fighting & return the hostages are met
