Additionally, the desire of one axis of power to censor certain messages, is often in the direct interest of a separate axis of power to amplify that same content.
Which, in my mind brings up an additional threat vector, i.e. governments policing connections to blacklisted relays
I think in this scenario, somewhat akin to how we have jurisdictions with "unique" financial regulations, such as the Cayman Islands, Switzerland, Hong Kong, UAE, etc...
We could expect to see some jurisdictions be incentivized to run open, noncensored relays. Incentivized via pay to join/pay to stay features paid in an uncensorable magic internet money, perhaps.
