that over-simplfies things a bit. There were pockets of 'anarchy' in the colonial era here in the US. Western expansion did not involve the state. Then in Europe there was a small community setup in an abandoned military base in Chritiana, Dnemark that operated autonomously for a few decades until very recerntly and had no official authority structure. All that aside, its not what the meme means.
