"content": "The app usage stats are largely built into the OS itself but you need an app to view them and it needs to be granted the app usage stats special access permission. It would be possible for a local device manager to control when apps can be used but it likely doesn't exist since Digital Wellbeing exists so there wouldn't have been a reason for other developers to make something similar. Digital Wellbeing itself requires privileged OS integration and is not designed to run without it.",
