I read a lot of Phillip K Dick when I was young, so maybe that is why I tend to assume the current scenario / deconstruction is part of their plan - dissolving the inner-hologram which is contained in an outer-hologram - and with a modular-set of inner-hologram pieces ready to assemble and deploy, depending on conditions resulting from dissolving the last one.

It's somewhat like the quote from Karl Rove, below - but he is describing mutating the inner-hologram.
