I know. But if it's hosted at https://$host$path and $host goes down or bans the repo then it's inconvenient to change to the new repo, if one ever pops up. Whereas if it's accessible at ipld://$cid then it will always be accessible at ipld://$cid unless the key gets lost. Any number of hosts/seeds can be added.
