A thought on recent mempool congestion … Transaction priority is perhaps a solution? If a transaction’s combined output is less than the tx fee (as is the case with shitcoin tomfoolery) it gets pushed to the bottom of the mempool.
To avoid being pushed to the back of the queue, a user would need to have a UXTO capable of paying for the fee, the dust, and the additional payment back to themselves (of any amount greater than the fee).
Not censorship, not ‘worthless’, but imposing a production cost to create ‘dust’ txs.
