Traditional water wheels are just fun to look at. I would build it a ways away from the water source on a nice flat accessible area.Make it a little tub or pond and drain it back to the creek or whatever. Siphon the water to it. That would make it easier to work on and protect it from flooding. You might even be able to get it close enough to sit by and use it to water the garden.
